Although many people believe that it shouldn't be banned, as people have the right to speak loudly in the streets and public places, I reckon it should be prohibited because many people may find it offensive and irritating. Take public transportation as an example. When it comes to using public transportation, people in the subway are usually getting back home from work. Perhaps they are really exhausted, and if a person talks loudly next to them, it can trigger their anger and maybe headaches. So, I think it would be offensive for some people.
