Obviously, it depends on the character of the people. Most people have no responsibility to think about something, and sometimes they know what to do but tend to act at the wrong time. For example, they may be able to wait for special events or organizations in their lives. Additionally, if some individuals have no targets or special aims in their lives, they are more likely to break certain rules.
