So it works on the concept that you pay a fixed proportion of money from your annual or monthly income that will help pay for those services for a community. So basically people are charged with a reasonable amount of money for the social services because the higher income you receive, the higher taxes you have to pay, and it’s the same for if you have lower incomes. So I think both governments and individuals should be highly responsible for this particular facet of the society because social facilities often benefit a lot of people, not only a certain amount of people.
