I think maybe because they lack confidence in themselves and this makes them not able to pick a side or a decision properly, which affects their ability to make the right decision. Also, another reason would be past bad, past experiences. Maybe a person might have taken the wrong decision in the past and this will affect their judgment. It will make them think that they won’t take any right decision in the future. I think these are the two reasons why some people might find it hard to take a decision.
