How can governments and individuals work together to promote more sustainable transportation options in urban areas?

From my perspective, governments can implement regulations and raise awareness of sustainable and eco-friendly infrastructure among the population. They can also build new infrastructure to promote eco-friendly vehicles in suburban areas, in particular. Secondly, they can increase the cost of fossil fuels to minimize their usage among the population.
