In 1994, the countries that led in the whole unemployment situation were Ireland and Poland. Over time, both countries have had different ways. While Ireland had decreased an astonishing amount of 10%, Poland increased to 19%. Italy and Canada in 1994 only differed about one percent. After a 10 year span, both countries still remained the gap with Italy at 8.4% and Canada at 7.7%. In those countries that increased in 2004, Germany and Japan increased by a decent two percent. In contrast to that, Poland has increased a whopping 5% in 10 years.
