Looking from an overall perpective,it is clear that USA was the highest proportion,while India was the less Higher Education access in 1990 to 2020.Although India was the less one,It increased over the decades.Therefore USA had a little decrease.

India was the less accessed country in 1990 with 10% ,meanwhile China was the second less one with 20%.But both countries increased significantly to approximately 85%.That rose made them higher than USA and Russia.

In 1990 USA was the highest accessed country to the Higher Education with 60% and it little grow up to the nearly 75% in 2020.It was different for Russia because it was 60% in 1990,but it went down to 45% in 2000.After 2000 it increased a little bit to 61% in 2020,but it was the last country that accessed to the Higher Education.
