The line graph shows the rate of change in total youth crime arrests by locality from 1995 to 1998 in urban,rural and suburban areas.
Looking from an overall perspective,rural and urban areas followed the same tendency,while suburban figures experienced a fluctuation during this period.
Initially,in 1995 the crime rate was the same for all three areas,from 0% to 3% .Suburban crime rates started with 2 % in 1995.Then it increased dramatically in 1996,reaching the highest point at 8%.After rising sharply,in 1997 the crime rate persentages plummeted in suburban areas to -2 %.
Furthermore, crime rates in urban and rural areas started with 3% and 1% in 1995,followed by 3,5% and 2% in 1996.However,the figures dropped slightly and stood at 2% and -1%.The juvenile crime rate in rural and urban areas declined till the end of the period. The percentages in 1998 were the lowest ,for rural areas -2% and for urban areas -5%.
