One the one hand, university X, invested the most on books with 30 percent of their budget. whereas, salaries and new facilities collectively cost half the budget. finally, the remaining quarter was spent on training.
On the other hand, university Y varied slightly, focusing on developing new facilities. while the other three quarters were devided between salaries, books and training with 25% for the earlier two and only 20% for the later.
