In contrast, The proportion of transportation saw an opposite trend with 16% in 1980 over the next 10 years it had a significant decline to 6% which was 3 times lower than the first years. Other health and human resources tended to grow by 1% and 6% in 1990 respectively. Meanwhile, environmental services tend to decrease minimally by 1% in 1990.
