Overall, it is clear that higher education is considered the largest data and while other, health and human resources and higher education had an upward tendency the opposite was true for environmental services, transportation and K-12 education.

The greatest expenditure was on education, which was followed by higher education having a moderate increase to 45% in 1990 beside that K-12 education was second most spent in the chart with 25% in 1980 but later it dropped slightly to 20% in 1990.

In the first examined year, expenditure on health and human resources had increased. In contrast, The proportion of transportation saw an opposite trend with 16% in 1980 over the next 10 years it had a significant decline to 6% which was 3 times lower than the first years.
