Some people suggest that access to clean water is a fundamental human right and that every household should therefore receive water free of charge. While such a policy may meet people’s basic needs, I disagree with this view because water is a finite natural resource that should be carefully managed.

To begin with, providing water free of charge may encourage people to consume more than they actually need, resulting in unnecessary waste of this valuable resource. Although water is essential for our daily lives, it is not available in unlimited quantities, and water shortages are already a serious concern in many parts of the world. For this reason, people should manage their water consumption carefully rather than assume that they can use as much as they want without any cost. Charging households according to their water usage could encourage them to reduce unnecessary consumption and therefore help conserve this limited natural resource.

Furthermore, allowing people to use water completely free of charge may indirectly encourage them to take it for granted. When people do not have to pay for something, they may become less aware of its value and less concerned about how much of it they use. For example, if households knew that their water bills would remain the same regardless of their consumption, they might have little motivation to avoid wasting water. Over time, this could create a sense of entitlement, with people expecting unlimited access to water without appreciating its value. Therefore, charging a reasonable amount for water may encourage people to use it more responsibly and appreciate the resources they have.

Nevertheless, some people may argue that, as water is essential for human survival, it should be provided free of charge. Without sufficient access to clean water, people would undoubtedly face serious health problems and may even struggle to meet their basic needs. Although this concern is reasonable, I believe it is an exaggeration to suggest that water must therefore be completely free. Charging a reasonable amount does not prevent people from accessing water; instead, it encourages them to consider how much they consume while still allowing them to meet their daily needs.

In conclusion, I believe that people can have sufficient access to clean water without receiving it completely free of charge. By charging households a reasonable amount according to their water usage, we can not only conserve this finite natural resource but also encourage people to appreciate its value and use it responsibly.
