Due to the rising population all over the world, government of most nations has thought of providing 24/7 free transport to the public to prevent the problem of traffic congestion.I believe by providing this feasibility to the citizens will solve some but not all issues.
As for people who cannot afford expensive cars and prefer to travel through public transport will receive great benefit. They will not have to wait and stuck in traffic as government has also provided separate routes for these kind of transport. For example the trams built in central station of Scotland has made travelling much easier for public. At the same time, public transports are usually crowded and uncomfortable for certain people and they prefer to travel safely and comfortably irrespective of the convenience.
Therefore government can also solve this issue by other means. For example by expanding roads and making alternating routes. This way public can travel however they want to.
In conclusion, making public transportation free will undoubtedly encourage more people to use it, but since those who value comfort and convenience over cost will still drive privately, this strategy is ineffective in easing traffic congestion.
