This allows people to recharge themselves and feel better. For a healthy and growing nation the citizens of that nation must feel happy and stress free. Countries such as Switzerland, Denmark and Finland, who have the happiest people in the world, have many art galleries and music studios where they can enjoy themselves. After work many people in these countries go out to such places and enjoy. Pursuing ones hobbies releases endorphins, which further makes them to pursue that hobby.
Secondly, after hours of practicing and social support these people go on to become one of the best musicians and artists. For example, there are many art galleries in USA which allows the users to showcase their art for free and gain recognition from visitors. Some artwork are sold in millions and allows the community to pursue such interests.On the other hand, public services such as roads and railways are also important for the development of the community. Focusing on day to day issues and fixing them is also really important for the goverment and sometimes the goverment might not have the required amount to fuel other sectors
Overall, while public services like roads and railways are extremely important, the goverment should spend money on arts and leisure for the betterment of the community.
