Moreover, without Internet it is impossible to handle any work or in a study specially business and science field has only one internet file covers thousand of books in one time. So it is easy to carry as compare to book some more Internet. Is it easy to save formation and easy to share with someone.
On other hand, public libraries have on space in the society. For instance, in Dubai, there is a society who print their old religious content in library. If switch off to library, then more affect their culture and norms. With the security reason and books are important because hackers hack the important files from the internet and they impact the security of the nation. So books, information or protecting from outside hackers. Some religion based on holy books and elders, people prefer two books for study as compare to internet because they have not proper knowledge about the internet.
To conclude internet is necessary for development of the nation but completely switch off the use of library is not solution.
