Obviously, both opinions have their merits but I believe that not only the authorities but also the citizens should contribute to environmental protection.
On the one hand, the authorities have legitimate power to take actions aimed at protecting the environment. For example, the authorities can adopt laws that force the citizens to preserve the environment. These laws can consider penalties for not conforming to the regulations, therefore people will more likely avoid actions that pollute the area where they live. Moreover, the government possesses a significant amount of money that can be invested in projects aimed at protecting the environment. Thus, the government plays a crucial role in protecting the environment addressing the environmental problems on a national scale.
On the other hand, the citizens are also able to make a big difference while working collectively. For instance, if many people stop using disposable bags and cutleries, it will reduce the use of plastic dramatically. Additionally, judicious use of energy and water by whole countries will allow people to save resources and prevent wasting them. Therefore, small but collective efforts will lead to a bigger success in addressing the environmental problems.
In conclusion, although the government has more power to tackle the environmental problems, the citizens’ collective efforts matter as well. By combining endeavors, society can ensure healthier conditions for living for future generations.
