By creating new places for working and studying, they can encourages people to stay in their small towns. For instance, developing local places, such as, hospitals and schools, also may attract people to live there. Moreover, the transportation between cities and villages can be evolve. Suitable transport system can help people get to work without problems. Consequently, after these changes, they will change their minds about moving to big cities where there are a lot of traffic congestions.
