On the one hand, many argue that affluent countries have a moral obligation to share their wealth with less developed nations. The primary reason is the significant disparity in resources and financial stability between countries. In some cases, governments of poorer nations lack the financial capability to adequately provide for their citizens. For example, in many developing countries, the government is unable to ensure access to basic necessities such as food, clean water, and education. Therefore, international assistance from wealthier countries can help bridge this gap, promoting global stability and reducing poverty.

On the other hand, there is a belief that it is the responsibility of individual governments to take care of their citizens. Proponents of this view argue that each country collects taxes from its people, and these funds should be used to support national welfare systems. However, while this approach is ideal in theory, it is often not feasible in practice due to significant differences in financial capacity and taxation systems among countries. For instance, governments in impoverished nations may lack the resources to implement effective social welfare programs. A potential solution to this issue could be a global donation system, as suggested by Professor Tom Brown, which would enable wealthier individuals and countries to contribute to international development.

In conclusion, while governments should strive to support their own citizens, there are clear instances where they may not have the capacity to do so. In such cases, international assistance from wealthier nations can play a crucial role in addressing global poverty. A combination of national responsibility and international cooperation seems to be the most effective approach to ensuring a more equitable and sustainable future.
