For example, in the last month I saw an accident. That driver is alcoholic and the vehicle hit the person and they didn’t stop that vehicle. Later the police catches them and put some fine for them and leaved .

So the government and police ensure that when obeying the road rules give some more punishment to drivers. It will helps to reduce these kinds of issues from some extent.
