This can be achieved if every social media company start using tools readily available like AI which can be deployed to read all the comments made in real time like a moderator and deleting if found to be offensive as a first layer to resolve. Secondly, the same data of repeated offenders can be shared with the concerned depatment so they can be traced and punished after few warnings which will create a fear of getting caught and would act as deterent.
To conclude, the issue is present since interenet is accessible to all within one click with no security or filtration and people can easily create muptiple accounts if one is deleted with another fake identity but it can be overcomed if the officials decided to take help from the startup to check everything that is posted online with AI and can intervene once it is established that somebody is making a habit of it.
