The rapid ageing of populations in numerous societies has led to an unsustainable rise in the expenses associated with public healthcare. One proposal to address this issue is for the nation’s citizens to bear the cost of their future healthcare provision. I am inclined to agree with this notion, on the condition that an equitable system is implemented to ensure that the most vulnerable members of society are not unduly burdened financially.

On one hand, it is undeniable that as the population continues to age, the financial burden on a state-funded healthcare system will inevitably escalate. The escalating demand for medical care among the elderly population will result in increased healthcare expenses. For instance, Japan, with the highest proportion of elderly citizens globally, is currently grappling with the rising cost of healthcare, particularly long-term care for the elderly, despite its robust economy.

Nevertheless, transferring the entire financial responsibility of healthcare onto the citizens, especially those with low incomes and vulnerable groups, is not a viable solution. Instead, a more balanced approach would involve the adoption of a ‘progressive’ healthcare contribution system, wherein individuals are required to contribute to the financing of the nation’s healthcare in accordance with their income levels. This system ensures that individuals with higher incomes contribute more, while providing safeguards for those who are unable to afford such contributions. A compelling illustration of a successful implementation of such a system can be found in Australia, where the Medicare Levy is adjusted based on an individual’s income level, ensuring that those with greater financial means contribute more. The revenue generated from this levy contributes to the country’s healthcare system, thereby facilitating the provision of essential health services to all Australians.

In conclusion, while the ageing of society’s population inevitably leads to heightened healthcare expenses, it is not equitable for the entire financial burden to rest solely on individuals. Instead, a more just system, where citizens contribute in concurrence with their financial capabilities, should be adopted. This approach to cost distribution ensures that public healthcare remains accessible, particularly for the most vulnerable segments of society.
