To me, there are several reasons for this issue. First of all, people may not be aware of how their actions can affect others. Some of them may prioritize their personal comfort over their surroundings, so they don't care about the expectations. They are comfortable with their actions. In addition, cultural differences play a crucial role, as some public behavior may be normal in some societies, but the contrast is true for other societies.
