The illustration depicts the layout for Brandfield city. City planners have decided to build a new shopping centre for the region, and two locations, S1 and S2 have been proposed.
The first site, S1, is in the northern part of Brandfield. It is close to the Housing Estate, and is surrounded on either side by a river and a road. To the south of S1, there is a railway track which separates it from the city centre. There is also a golf course and park beyond the road, to the west of S1.
On the other hand, S2 lies further south and in the east. Like S1, it is also in the vicinity of the city centre, and is bordered by a road and railway line on both sides. Moreover, the second proposed site for the mall is closer to the Industrial Estate, which is on the other side of the railway track.
Although both S1 and S2 are in proximity to the city centre, the ultimate decision between the two possible locations depends on whether the builders want the mall closer to the housing estate, or to the industrial estate.
