The graph is shown by using different colors, to attract viewers perception clearly. Europe is a continent with loads of different countries and cities. As seen in the graph, there are only 7 countries mentioned. The rest of the European Union are left unknown, but in sum.
Germany has the most plurge of growth with an overall of 18.6%, while the Netherlands dimished, with an overall of 3.9%. France come in second with 15.2%, followed by: Italy (13.2%); Spain (10.6%); Poland (8.4%); and finally Romania (4.3%). Furthermore, the rest of the European Union has the most with 25.7%, however since it is all of the combined countries that was not mentioned, thus, it seems the less, as other countries combined with 25.7% is significantly lower compared to Germany.
While, the European Union is seen as the most, it is due to all the other non-mentioned countries being combined together, therefore it is seen as 25.7% more than Germany. However, Germany overlapsed all of the other countries, as it empowered others with its high percentage of 18.6%, which is why I believe is in red, who is a color that symbolizes, power and dominance.
