Overall, it is clear that in 1988 the rate of unemployment reached a peak, however from 1988 to 2008 the rate of unemployment decrease a lot.
From 1988 to 1990, there was a sharp decline from 17% to 13%, however the rate of unemployment soar sharply from 13% to 15% in 1992. By contrast, from 1992 to 2000 there was a gradual decrease number of people who were unemployed from 15% to 5%. After that the number of people who were unemployed remained stable from 2000 to 2004 and was only 5%, while from 2004 to 2008 rate rose gradually to 6%.
