The flow chart illustrates the steps how the Hong Kong Post Office select the artwork for their stamps. In this essay, I will elaborate the five main steps and six other steps, depending on the source of artwork.
First, ideas are collected from district councils, tourist associations and government department after the Post Office’s invitation for suggestions. These ideas are then forwarded to the stamp advisory committee, where they will select from 6 to 8 themes the artists needs to work from.
In addition, the next three steps will depend on whether the artists are amateur or professional. To source from amateurs, they will organise a public contest where the public can submit their design, and a winner will be chosen.
For professionals, the committee will commission three artists to submit a presentation of their artwork and from these, the committee will choose the best proposal. The chosen artist will be asked to create a detailed design, and this final creation will be sent to the Secretary for Home Affairs for endorsement.
Finally, the last step is to send both artworks of amateur and professional artists for printing.
