Overall, the price both petrol and diesel including tax rose significantly over the entire period, and the price of both petrol and diesel including tax dominated petrol and diesel excluding tax from 1999 to 20009.

In 1999, the price of both petrol and diesel including tax began with around 60 pence per litre, and then both increased slightly to 85 pence per litre by 2000. However, the rate of both petrol and diesel including tax plummeted to 70 and 65 pence per litre in 2002. Finally, both significantly surged to 130 and 120 pence per litre by the end of 2008. After that, both dropped 70 and 80 pence per litre.

In Contrast, in 1999, the price of petrol and diesel excluding tax started from 10 pence per litre, and dramatically climbed to 60 and 50 pence per litre in 2008. By 2009, both declined to around 30 pence per litre.
