Overall, rate of graduates of all 4 countries rose between the periods of 1961-2011, where France had least and Italy had most amounts of higher education graduates at the beginning.
Portugal and Italy had most graduates initially, Portugal having 15% and Italy with 25% of course finishers. Further, percentage of Italy fluctuated between 20 and 25 till 1991, whereas Portugal began to take the lead and had sudden burst of graduates in first 10years, but the rate fall in 1971-1981 with Portugal possessing 25% graduates, before rising again until 1991.After the 1991 year Italy finally started having growth in total share, launching steady growth up to 2010s.
The last two are Spain and France, having smallest fraction of college graduates with Spain having 7.5% and France less than 5%.France had rise in percentage in 1971, but diminished in 1981 before fully remaining at the same share in the next 30years. Whilst, Spain had small rise each decade, but it did not helped to reach the top, overtaking only France in 1991, with 20% of graduates at the end.
