Overall, there was an increase in the proportion of all categories, except for other workers’ salaries and resources. In addition, the proportion of teachers’ salaries was the highest figures, whereas that of insurance was the lowest over the period.
A closer examination in 1981 reveals that the proportion of expenditure allocated to teachers’ salaries was the highest, standing at 40%, and this figure saw a further increase, reaching 45% by 2001. Similar changes can be observed in the figure for insurance, interior and amenities, which increased from 2% and 15% to 8% and 23% in that order.
By contrast, the percentage of money spent on resources was at 15% at the start of the period, after which it experienced a decline to 9% in the next 20 years. Similarly, the proportion of the budget allocated to other workers’ salaries stood at 28% in 1981, before falling significantly to 15% over the following two decades.
