In more detail, spending for higher education surpassed others in 1980, accounting for over a third, and increased constantly thereafter. Although this figure witnessed a slight decline to 40% by the , it remained the highest disbursement. Additionally, transportation had the third highest expenditure in the initial year before falling over two-fold after the first 10 years, comprising 6%.
