For example, in India, numerous people steal a great amount of water from factories because of their poverty. Therefore, this explains why people tend to commit crimes.
This problem can be addressed by punishing crimes with compensating ways. It is mainly because poor crimers are not able to compensate their crimes financially. So, these crimers should work in ordinary jobs in order to compensate their actions. As a result, crimers become more responsible for their actions and would consider consequences. For instance, in some developing countries, the government forces crimers work as a builder or cleaner.
