For instance, the prospect of severe penalties for acts of violence, such as murder, serves as a critical mechanism to discourage potential offenders. Without a legal framework instilling fear of repercussions, individuals might exploit their freedoms, leading to rampant criminality and social chaos. Indeed, the absence of laws would create an environment where personal safety is compromised, and the rule of might prevails over the rule of law.

Moreover, governments rely on laws as essential instruments to maintain social order and governance. The existence of laws enables authorities to regulate various aspects of society, including commerce, education, and public health.
