Overall, while Italy, Portugal, and the UK decreased albeit at varying rates, the US remained stable throughout the period. It is also evident that Portugal recorded the highest figure throughout the period. Meanwhile, the UK showed the lowest proportion.
Focusing fisrt on larger figures, the percentage of spending on roads in Portugal started at 27% in 1990 and this was followed by considerably drop to 20% in 1995. In 2005, the percentage of spending on roads in portugal was 16%. Italy underwent a considerable decline from 20% in 1990 to 13% in 2000, before growing to 14% by the end of the period.
Starting at much lower proportion (11%), the UK witnessed a fluctuations until the end of the period and finished the trend, with 7%. Percentage of spending on roads by the USA in 1990 was 13%, before a slight increase to 14% in 2000. However, this trend was not sustained, as the figure experienced a decline to 12% in 2005.
