In 1990, Portugal had the highest proportion of money spent on infrastructure with around 27%, while the figures for Italy and the USA were relatively lower, at 20% and about 13%, respectively. The UK, on the other hand, stood out as the country that had the lowest percentage of spending.
By contrast, the figure for Portugal decreased significantly by approximately 11% in 2005. Similarly, the proportion of expenditure in Italy saw a decrease to about 13% in 2000, before increasing to 14% at the end of the period. However, the figure for the USA fluctuated between 13% and 14% from 1990 to 2005. After rising to 13% in 1995, there was a considerable decrease of 6% in the percentage of spending on roads and transport in the UK for the rest of the period.
