Overall, it is evident that work and college experienced declines in the number of people while the opposite pattern could be observed at home and libraries, thus making them the most popular in terms of Internet usage in the year 2004.
Looking at the details, surfing the Internet at work started at 28% in 1998, then there was a level off over the next two years, followed by a gradual decline to around 15% by 2004. If we look at college, usage started and stayed stable at 20% between 1998 and 2000. After that, despite rising sharply to just over 25%, the figure fell sharply to around 18% until 2004.
By contrast, homes and libraries that people used to surf the Internet went in the opposite direction. Usage of homes fluctuated around 65% until 2004, this figure being the peak level of usage during the whole period. Looking at the libraries, they show some fluctuation around 15% until the end of the period.
