Overall, the volume of learners in Singapore and Thailand are significantly higher than Philippines and Malaysia.
Looking at Singapore first, in 1961, the students were merely 15 percent. Over the next decade, it saw a dramatic increase reaching almost 30 percent, followed by fluctuations for the rest of the time period, despite reaching nearly 40 percent in 2011. Thailand started relatively high at about 25 percent but experienced a marginal decline for next 30 years. However, it recorded a sharp incline at the end of the period, topping the list, reporting the peak above 40 percent.
As for other nations, Philippines began above 5 percent noticing an increment in number of students throughout the period, reaching approximately 20 percent towards the end. Malaysia being the lowest started nearly at 0 but reported a significant rise in learners in the first decade. For the next 20 years it showed a steady growth, followed by a plateau at 15 percent.
