Overall, although the US had the highest percentage of workers, it experienced a steady decrease in the last 7 years, giving Japan the lead.

In March 1993, the US was at around 7,0 percentage rate. From the same year to March 1995, it dropped significantly to approximately 5,5, and continued to be in that range for 2 more years, respectively. However, it still continued to drop between March 1997 and March 1999, reaching its lowest point of just over 4,0.

In March 1993, Japan was at just under 2,5 per cent of work place, but experienced relatively steady increase up to about 3,5 in March 1996. In contrast, it stayed in the same range for about two years, and increased dramatically by over 1 per cent in the last year, taking the lead from US.
