Overall, Italy started and finished as the country with the least unemployment rate and the highest employment proportion, while Germany saw a significant rise in the rate of unemployment.
Specifically, in 1991, the highest unemployment rate belonged to Spain with 13%, whereas that of Germany was the lowest with merely 4%. The proportion in Spain rose to 18% and levelled off until 1995, then decreased steadily to 8% in 2005.
