Overall, higher education made up the largest cost. Additionally, except for the costs of transportation and environmental services, all other expenses decreased.
Initially, a substantial of 35% of the total expense was allocated to higher education, before rising to 45% in 1990 and felling by a slight 55 in the final year. Conversely, that of K-12education experienced a gradual decrease from 255 to 18% in three years.
As for the remaining expenses, the proportion of money spent on transportation and environmental services increased. The percentages of the former declined by 10% in the first two years, but then went up to 222 in the last year. At about 4%, a tiny amount of money was distributed to environmental services, followed by more than a two-fold increase to 9% in 2000. In contrast, the cost of health and human resources climbed to 20% in 1990, then fell by 10% in 2000. Started at 6%, the financial outlay for other sector went down to a minor percentage (1%) during the whole period.
