Overall, the spending ratio in higher education, transportation and environmental service had increased,while k-12 education, health and human reserved and other categories witnessed a downward trend in the meantime.However every year higher education reserved the largest proportion of expenditure
In 1980, 35% of the total expenditure accounted in higher education and this figure increased by 10% in the next 10 years, but dropped slightly to 40% in 2000. Likewise, transportation began at 15% in 1980 and reached 22%, after having a fall to 6% in 1990. Environmental services similarly showed upward trend from 4% to 9% between 1980 and 2000.
In terms of K-12 education, the spending ratio was a quarter in the starting period, yet it declined minimally by 5% and continued and dropped to 18% in 2000. After facing a dramatic growth from 14% to 20%, health and human resources fell to 10% in the end. In contrast, other service sectors was 6% in the beginning and it hit the least point of the chart at 4% after 20 years.
