I am writing to let you know that we still do not have hot water or heating in the flat. Although your workmen have tried to fix the problem, it has not been solved.

This has been going on for some time, and it is very difficult for us. Without hot water, we cannot shower properly, and the flat is very cold without heating. This is making it uncomfortable for all of us, especially now that the weather is colder.

I kindly ask you to take urgent action to fix this issue. Perhaps you could call a different specialist or replace the boiler if it is broken. We need a permanent solution as soon as possible.
