Band 7+: The shortage of housing in big cities can cause severe consequences. Only government action can solve this problem. To what extent do you agree or disagree?

Some people insist that housing crisis caused by the insufficiency of housing supply in big cities can solely rely on government intervention. While I agree that government intervention can effectively tackle this issue, I believe that the engagement of private sectors and communities is also crucial.

The idea that only governments can address housing shortages streams from several key capacities and roles that governments possess. To begin with, the role of governments allows them to allocate financial resources through public budget, taxation distribution and public allowances. These capacities enable governments to fund large-scale housing projects, social housing programs and housing supplements or subsidies that are less possible for private entities to undertake. In addition, governments have the authority to create or enforce regulations or policies related to land use, infrastructure development and housing rental market. Including regulating the average rent, development strategies and standards including building apartments instead of houses, which make the housing more affordable and accessible for residents. Local governments can also create new subway lines that enable people living in suburbs to commute to city areas, providing them more living location options. And as a result, housing demand in urban areas can be reduced.

All these above suggest the exclusive functions and capacities of governments regarding the solutions of housing shortages. However, it does not mean that the government is the only one who can make a difference in the housing issue. Private sections such as real estate developers, relevant companies and communities could also contribute to the solution. Private investors and developers can leverage development plans to create more housing and make them affordable for city dwellers. For example, they can invest money in building apartments or units instead of houses. This approach would result in more housing being available for inhabitants, narrowing the gap between housing supply and demand. Similarly, communities can rent out their vacant apartments to those in need, thereby increasing the amount of housing in the rental market. Companies can also contribute to the solution by offering housing subsidies or workforce housing to support employees, especially for those who are struggling with housing stress.

In conclusion, even though I agree that some solutions can only be put in place under the government support, I believe the involvement of private sectors and the public is also vital for developing a sustainable and long-term solution for insufficient housing supply.
