The graph describes the number of car journeys into the city centre made by residents and non-residents in the years 1996, 1997, 1998, 1999, 2000, 2001, 2002, 2003, 2004 and 2005.
In general, it can be seen that in graph residents dominated with 10000 average number of journeys per day when non-residents lagged behind by approximately half (5000 average number of journeys per day) until they introduced parking meters into city centre. After parking meters were introduced into city centre residents average number of journeys per day dropped sharply to about half, meanwhile non-residents average number of journeys rocketed and left behind residents. When Westgate Street and Park Lane closed to traffic both of them declined and reached their lowest point.
Residents started with 10000 average number of journeys per day in 1996 year and they were stable, reached the highest point. In 2000, subsequently parking meters introduced into city centre plummeted to half. When Westgate Street and Park Lane closed to traffic they declined again after that they reached their lowest point.
