In the year 1980 the average years of schooling in developing country was just above two years which had a negligible increase in the following decade while, in industrialized countries average years of schooling was almost 8.5 years in 1980 the number in the next decade.
In terms of scientists and technicians per 1000 people developing countries was at 10 per thousand people in 1980 which slightly rise to just under 20 in 1990 . All along industrialized countries had 40 per 1000 people in 1980, the quantity had a significant growth almost to 70 scientist and technician 1000 people in 1990.
Industrial country had approximately 150 billion US$ spending on research and development in 1980 ,in which the numbers skyrocketed to US$350 billion in the following decade.however, developing country had under 50 billion US dollar spending in 1980 which slightly declined in the year 1990.
