Overall, while the amount of money spent on higher education, transportation and environmental service witnessed an upward trend, the opposite was true for health and human resources, K-12 education, and other categories. In addition, the expense on higher education always made up the largest proportion during the period shown.
Initially, the funds spending on higher education was 35% and then increased by a tenth before dropping to 40% in 2000. A similar trend was seen in the proportion budget spent on transportation, which climbed from 16% to 22% between 1980 and 2000. Moreover, the percentage of expenditure on environmental services from 1980 to 2000 accounted for 4%, 5% and 9%, respectively.
On the other hand, a steady decline in the spending on K-12 education was seen from the year 1980 onwards, decreasing from 25% to 18%. The money dedicated to health and human resources was 14% initially and went down to 10% after experiencing a reach of 20%. Finally, the budget spent on other aspects was the smallest proportion, which dropped from 6% to 1% within a timepan of 20 years.
