Overal, what stands out from graph is that there were considerable in developed countries had higher indication then developing countries. In primary and secondary educations had similar indicaions than tertiary education. In all educations developed countries were leader in all three categories. Developed countries in tertiary education reached the goal in both years than others educations. Also, reached countries in primary and secondary educations were near to reach the target in 1998. Only in primary school developing countries were a bit similar with developed countries.

Looking at the statistics developing countries in primary education were closer to reach the target than other educations. Developing countries in secodary got higher more than others in 1998, indication shows in primary got higher in four and tertiary in nine.

Developed countries in all three categories of educations had more higher indication than developing countries. In 1990 and 1998 tertiary education of developed countries had 105 and 112 indications thet reached the target. Im primary and secodary educations had difference with them only in one.
