Band 9: Despite the increased access to education, a significant number of people cannot read or write. What are the disadvantages and what action should the government take?

Note: Both the topic and the essay were created by one of our users.

Although educational opportunities have expanded considerably in recent decades, a substantial proportion of the population remains unable to read or write. This widespread illiteracy has serious social and economic consequences, and governments should address it through targeted educational policies and financial support.

One major drawback of illiteracy is its negative impact on individuals’ employment prospects. People who lack basic reading and writing skills are often excluded from skilled occupations and are therefore limited to low-paying, unstable jobs. As a result, many remain trapped in poverty, widening the gap between socioeconomic groups. Illiteracy also affects society as a whole. A workforce with inadequate literacy skills tends to be less productive and less adaptable to technological advances, reducing national competitiveness. Furthermore, people who cannot read official documents or medical instructions may struggle to access healthcare, public services, and legal information, making them more vulnerable to exploitation and social exclusion.

To tackle this issue, governments should first ensure that quality education is genuinely accessible to everyone, particularly those living in rural or disadvantaged communities. This can be achieved by investing in schools, training qualified teachers, and eliminating financial barriers through scholarships or free learning materials. In addition, adult literacy programmes should be expanded to help those who missed formal education during childhood. Flexible evening classes, community learning centres, and online courses would allow working adults to acquire essential literacy skills without sacrificing their livelihoods. Governments should also raise public awareness of the long-term benefits of literacy so that more families are encouraged to prioritise education.

In conclusion, despite broader access to education, illiteracy continues to undermine both individual well-being and national development. By improving educational access, supporting adult learners, and removing economic obstacles to learning, governments can substantially reduce literacy gaps and promote more inclusive economic and social progress.
