In my view, it is the responsibility of the state to fund this form of support due to the significant contributions made by the elderly to society, and because most families lack the financial means to manage this burden.
When individuals reach a stage where they require assistance in managing their daily activities, the obligation of providing for this care should fall upon the government, considering the consistent tax contributions made by these individuals throughout their working lives. Over the course of several decades, even a person with a modest income who consistently pays taxes can accumulate a substantial amount, which should sufficiently cover the expenses incurred in attending to their needs during old age. For example, in the UK, the compulsory National Insurance and income tax payments made by citizens are intended to serve as a financial resource for aiding the elderly in securing nursing care when the need arises.
In situations where the state does not assume this responsibility, the financial burden inevitably shifts to the family, which is often impractical for most individuals given their existing financial commitments. Due to the specialized nature of care provided in nursing homes and the demand for round-the-clock attention, the costs associated with such services are exorbitant for the average person, particularly in cases where there are multiple elderly relatives needing care. For instance, the average expense of nursing home provisions in the United Kingdom equates to roughly one-third of the average wage.
To summarize, it is my strong belief that elderly individuals and their families should not have to be concerned about the exorbitant costs of nursing care post-retirement, as their prior contributions during their working years should adequately cover these expenses. Additionally, the majority of families would be financially incapable of meeting these expenses without external assistance.
