Band 9: Most of the urgent problems can only be solved with international cooperation. Do you agree or disagree?

The ongoing discourse surrounding the importance of international cooperation in addressing urgent problems has sparked a contentious debate. From my perspective, international collaboration is not necessary for every difficulty however, it remains indispensable when a problem transcends national borders or exceeds the capacity of an individual country. Transnational cyberattacks and pandemics greatly exemplify such challenges, whereas localised issues can generally be addressed more efficiently domestically.

Transnational crime is a compelling example of an urgent problem that cannot be effectively tackled through isolated national efforts. Criminal networks operate across borders, with perpetrators, evidence and illicit assets often spread across several jurisdictions. One might contend that each country should simply strengthen its own border controls and law-enforcement agencies rather than depend on international cooperation. This view, however, overlooks a fundamental limitation: national legal authority rarely extends beyond national borders. A government may arrest a suspect domestically, but it cannot automatically access evidence abroad, freeze foreign assets or apprehend a perpetrator who has fled overseas. Without intelligence sharing, extradition and joint investigations, criminals can exploit these jurisdictional gaps and evade prosecution entirely, rendering domestic law enforcement powerless the moment a case crosses a border. Hence, international cooperation is not merely desirable but essential to combating crimes that inherently transcend national jurisdictions.

A similar principle applies to pandemics, whose consequences can rapidly extend beyond any single government’s jurisdiction. An outbreak in one country can spread internationally through travel and trade, placing pressure on healthcare systems and disrupting supply chains. Uncontrolled transmission in turn strains healthcare capacity and ultimately undermines economic stability, a chain of consequences that individual nations are ill-equipped to break alone. Imagine that a comparable pandemic emerged in the future: how could a single nation simultaneously safeguard public health, maintain economic activity and prevent infections originating beyond its borders? It could not do so in isolation. International cooperation therefore enables countries to share scientific data, coordinate public-health measures and accelerate vaccine development.

Nevertheless, not every urgent problem warrants international intervention. Repairing municipal infrastructure or responding to a small-scale local emergency, for instance, usually falls within domestic capacity. If international organisations became involved in every such matter, bureaucracy could slow decision-making and divert resources from genuinely global crises. Thus, cooperation should be guided by proportionality: the greater the cross-border consequences and resource requirements, the stronger the case for international action.

In conclusion, I largely agree that international cooperation is indispensable for major global challenges, but not for every problem. Ultimately, collective action should be deployed precisely where unilateral action is structurally insufficient.
