Band 8+: Some people believe that residents should be responsible for keeping the streets clean and tidy in the area where they live. Others think this is the government's responsibility. Discuss both these views and give your own opinion.

Keeping residential areas clean is an important issue. Some argue that it is the responsibility of residents to maintain tidiness in their neighbourhoods, while others believe that governments should take full responsibility. In my opinion, both residents and governments must contribute to ensure clean and well-maintained streets, as each has a unique role to play in keeping public spaces clean.

Residents play a vital role in keeping their surroundings clean because they are the ones who use these spaces daily and directly benefit from their upkeep. Simple actions, such as disposing of waste properly, recycling, and organizing local clean-up campaigns, can make a significant difference in maintaining cleanliness. For instance, in Japan, residents often participate in community cleaning events, which not only help keep neighbourhoods tidy but also foster a sense of pride and responsibility. When individuals take ownership of their environment, it promotes a culture of care and sustainability. Furthermore, when residents are actively involved, they are more likely to respect and follow community rules that contribute to a cleaner area.

However, governments also have an essential part to play. They have the resources and authority to implement large-scale cleaning initiatives and enforce regulations to maintain public cleanliness. Governments can employ street cleaners, provide adequate waste disposal systems, and impose fines for littering or illegal dumping. For example, Singapore is renowned for its clean streets, largely due to the government’s strict anti-littering laws and investment in public cleaning services. Such measures ensure that even areas with low community participation remain clean and hygienic, making cleanliness a priority for all citizens.

In conclusion, both residents and governments are crucial in maintaining clean streets. Residents should take personal responsibility for their surroundings, while governments must provide the necessary infrastructure, manpower, and legal framework to support these efforts. A collaborative approach between both parties is the most effective way to ensure that neighbourhoods remain clean, pleasant, and sustainable for everyone.
