Band 9: "Some people think that governments should provide free housing to people who cannot afford it. To what extent do you agree or disagree?"

To date, housing has become a fundamental human need for people. While some argue that a state-guaranteed home for people living in poverty could foster economic dependency, I concur with the statement that authorities should provide this essential support for the disadvantaged.

On the one hand, opponents are concerned that such a policy could be financially harmful and discourage personal responsibility. The argument is that if the state provides housing without conditions, it might reduce the motivation for some individuals to seek employment or improve their situation. This could potentially lead to a strain on the national budget, as public funds are diverted to sustain a system that does not encourage independence. For example, if people know they will receive a home regardless of their actions, some might persist in negative habits or refuse to work, thereby creating a long-term burden on the economy.

However, I believe that the social and economic benefits of providing housing are far more significant. Firstly, this policy can stimulate economic growth through strategic urbanisation. For instance, a government could develop a housing project in an empty area or on a disused industrial site of a city. The initial construction would employ numerous workers. Once families move in, the demand for services would stimulate the openings of new supermarkets, schools, healthcare clinics, creating a permanent economic area, where none existed before. The result is a boost to the country’s economic growth, transforming a strain on the economy into a productive investment.

Additionally, providing homes for the underprivileged could help reduce crime rates. Homelessness often leads to desperation, which can push individuals towards criminal behavior such as theft or vandalism. Because of this policy, the authorities offer people security and self-respect, which are crucial for integration into society. A good example of this is that with a fixed address, a person is more likely to find legitimate employment and become a productive member of society, thus breaking the cycle of poverty.

In conclusion, while the potential for fostering economic dependency is the main concern among critics, I agree that the government should provide housing for people in need. The potential to stimulate the country’s economic growth and create a safer and more stable society are reasons to view this support not as an expense, but as an investment in the nation’s future.
